Click on the "Issues" tab, click the Star on the left end of any issue you are concerned about.

If it requires you to log in, you may need a Google Account (and I don't think it accepts Google Apps domains, so you'll need a regular gmail account)

On those pages, I see nothing about 'adding stars', neither is it possible for me to  add a comment: I have to sign in to add comments, but when I try to do that, I get the message

What is going wrong?
