If taxes is both meant for raising revenue AND discouraging a certain behavior (like a tariff discouraging people from buying foreign products, or taxes on tobacco discouraging purchase of those products), then can you really have both? Obviously if you are successful in discouraging a behavior, then your revenue isn't has it could be. On the other hand, if revenue is high, then that means you aren't that successful in discouraging a behavior. Also factor in people who avoid paying taxes, then you can have low revenue and be unsuccessful in discouraging behavior.

they mention 9/11 and the music gets somber? If they never mentioned 9/11 again I'd be really thrilled. New York City is not a place I identify with at all. It's more like a separate city state unto itself. Now there's going to be a new show on one of those educational channels about "rebuilding ground zero." I think it's about time to quit calling it ground zero. Wallowing in tragedy is not the greatest way of coping with a disaster. Now it just seems jingoistic and forced.

First it was a zombie dream, I was on top of this roof of a 2 story building with some old lady, and zombies are trying to get us. I remember be so terrified of being eaten, this lady and I decided to kill ourselfs. So we leaned over the edge and I started to count to three, but then she told me not to count. So I went, and I remember not seeing her falling, but i'm going head first. Next I remember being dragged and having this intense pain. Then I was able to get up, and everybody is a zombie, so i decieded to act like one so they wouldn't attack me. Then i realized I too was a zombie and then everybody acted normal, like nothing happened, bit we were all zombies. Then my dream reseted, and I was on top of the roof again, but I was with a friend. We were fighting the zombies off, and he fell off, I remember being able to lean over the edge and put my mouth over his handgun, and he fired 5 times. Then it was the same thing everbody was a zombie and acted like normal

Its on my back and its a little dark. One tone down from my skin color. You wouldnt notice it unless you look at it.I don't think it's a pimple but it can be. I do have acne on my back though. I'm not sure what it is and it's a little hard for me to see it but i have seen it. It does defiantly hurt when I touch it. I'm not sure if it's a blackhead or a cyst. It's about the size of a penny. It's not that big. It hurts. It can be something else too. Idk what but...what ever it is....just please help...

So I skate with this girl who's really nice and pretty but I dont know if she really likes me. I started liking this girl a long time ago when her and my best friend started doing pairs and I got really jelous. She asked me why I was jelous and I still havent answered that. What proof have you that supports abiogenesis (see i know what im talking about unlike other christians) i mean you have no proof that life came from nothing and the whole universe started from the big bang i mean christians have proof that god exists and that is instant healing, miracles, and the end times (which i believe is coming near now) so what proof have you that disproves that my (christian) god didnt create the world? oh and the big bang is a theory too so it isnt FACT but in fact unsubstantiated FACT but the bible records many things that people have forgotten so i think it is FACT plus how do you explain all the miracles that the characters did in the bible.

Ok im a nice guy, i have been told that, actually i have a nice guy syndrome lol, in no way can i be taken as a bad boy kind. But i dont get it, i've been in two relationships, and both girls were totally different than me, both were the ones who got interested in me FIRST, both were kind of flirty girls, kind of mean and rough girls, i dont know how and why on earth do i attract such girls?. Hi :) I got my first depo shot on the28th of july and I started bleeding on the 18th and it's been heavy bleeding until now (the 21st) It's heavier then my period an already longer then my period but I am having cramps. Is this a regular side effect? It's getting really annoying I thought you weren't supposed to have your period on the shot (that's what the doctor told me) Thank you! :)

My dear mother has just scratched my macbook pro by putting my charger on top of it... lightly might I add so I'm pretty peeved that it got scratched just from that.. but anyway.. can you get anything done to them like resurfacing or anything? Yesterday I have heard that Bieber hit a 14 y old in the face. Appearantly the girl had a chipped tooth but wasn't badly injured (due to Bieber being a puss-e). Can someone provide more information on this? I assume it happened yesterday because there isn't anything on the news yet.

I have a female dog in the house that's already smart. She don't pee in the house unless I am away from home for a long time like 3-4 HRs straight. Now I am still attending school l. And I leave her on my room and lock the door. I don't have anyone to take her out for me to pee and doo doo. Now I need some advice on how I can train her to pee or poo in the room while I am away for 8 hrs at school. I've put newspapers down but she don't pee on it. If she needs to pee, she uses it on my blankets or pillows. I don't want her to have to hold in her pee or poo because she might get sick.
