Missouri FSA Announces Additional Biomass Crop Assistance Program Project Areas

(COLUMBIA, Mo.) – Edward Hamill, executive director of Missouri Farm Service Agency, announced two new Biomass Crop Assistance Program (BCAP) Project Areas located in central and southwest Missouri. This acreage will be designated to grow giant miscanthus, a sterile hybrid warm-season grass that can be converted into energy to be used for heat, power, liquid biofuels and bio-based products.

“Producers interested in enrolling acreage in the BCAP program within these project areas can start enrolling on Monday, June 20, 2011,” Hamill said. “A sign up deadline has not yet been announced, however, there are a limited number of acres in each project areas. I encourage anyone who is interested to contact their county FSA office as soon as possible.”

Eligible producers located in these project areas can receive incentives to establish and cultivate biomass crops. The following BCAP Project Areas have been approved:

BCAP Project Area Number 3 targets 2011 enrollment of 3,000 acres in Audrain, Boone, Callaway, Cole, Cooper, Howard, Moniteau, Monroe and Randolph counties. The sponsor for this project is MFA Oil Biomass LLC and the project area surround the co-op’s biomass conversion facility in Columbia, Mo.

BCAP Project Area Number 4 targets 2011 enrollment of 5,250 acres in Barry, Christian, Dade, Jasper, Lawrence, Newton and Stone counties. The sponsor for this project area is also MFA Oil Biomass LLC and the project area surrounds the co-op’s biomass conversion facility in Aurora, Mo.

Hamill said enrollment for BCAP Project Area Number 1, announced earlier this year, is ongoing. BCAP Project Area Number 1 focus on establishing a dedicated energy crop of native grasses and forbs for energy purposes in 39 counties in central and western Missouri and eastern Kansas.

Approved producers will be eligible for reimbursements of up to 75 percent of the cost of establishing the bioenergy perennial crop and receive up to five years of annual payments for grassy crops (annual or perennial). Bioenergy facilities are those facilities that produce heat, power, biobased products, or advanced biofuels from biomass feedstocks.

Producers interested in participating in the project area should visit their local county FSA office for additional information and application. Information about BCAP can be found at www.fsa.usda.gov/BCAP.
