2009 SURE Enrollment and 2011 Acreage Reporting Deadlines
Indianapolis, July 13, 2011 - Julia A. Wickard, Executive Director of USDA's Indiana Farm Service Agency (FSA) reminds producers of deadlines rapidly approaching for disaster assistance under the Supplemental Revenue Assistance Payments Program (SURE). The program provides crop disaster assistance to eligible producers who have incurred crop production or quality losses. The deadline to request assistance under the 2009 SURE program is July 29, 2011. The final date to file an acreage report in anticipation of 2011 SURE for many crops is July 15, 2011.
"Because SURE is revenue based, we have to wait until the market year has ended to determine crop values. We are always issuing benefits for one year, but planning for the next," explained Wickard.
SURE requires that producers provide a complete acreage report to be eligible for disaster assistance. This includes all crops in all counties; even pasture or hay on noncropland. The deadline for many 2011 crop acreage reports is July 15, 2011. There are late filed provisions when physical evidence still exists to verify the existence and disposition of the crops. Wickard encourages all with an interest in crops, hayland, or pasture to file a timely and complete acreage report.
"USDA wants to ensure that all eligible producers are aware of the approaching deadlines," said Wickard. "I encourage anyone with questions to visit their local USDA Farm Service Agency Office."
The SURE program encompasses losses on all crops grown by a producer nationwide. To be eligible, producers must have suffered at least a 10 percent production loss on a crop of economic significance and obtained a policy or plan of insurance under the Federal Crop Insurance Act or the Noninsured Crop Disaster Assistance Program (NAP), for all economically significant crops. A producer must have a farming interest physically located in a county that was declared a primary disaster county or contiguous county by the Secretary of Agriculture under a Secretarial Disaster Designation or have actual production on the farm less than 50 percent of normal due to natural disaster.
Each person or legal entity is limited to benefits of $100,000 from SURE and the livestock disaster programs administered by FSA.
A producer interested in filing a SURE application for 2009 crops must do so before close of business July 29, 2011, at their local FSA office. SURE enrollment for 2010 crops will be announced at a later date.
