CRP Emergency Haying and Grazing Approved For Elbert and El Paso Counties

Denver, Colorado, July25, 2011---Trudy Kareus, State Executive Director of the Colorado Farm Service Agency (FSA), announced today that emergency haying and grazing of Conservation Reserve Program (CRP) acreage has been approved for Elbert and El Paso Counties.

"This authorization provides relief for many Colorado livestock producers who have suffered through severe drought conditions," said Kareus. "The drought has depleted hay supplies and affected the growth of hay and pasture in parts of Colorado. Many livestock producers cannot maintain their current herds without implementation of CRP emergency haying and grazing."

Emergency haying and grazing is allowed through September 30, 2011. If grazing, participants are required to leave at least 25 percent of each field or contiguous CRP fields ungrazed or graze not more than 75 percent of the stocking rate. All livestock must be removed by the end of this grazing period.

If haying under these emergency provisions, participants are required to leave at least 50 percent of each field or contiguous fields unhayed for wildlife. In addition, participants cannot hay and graze the same acreage, the hay cannot be sold, and there can be only one cutting. Participants must also accept a 25 percent reduction in the annual rental payment for the acres actually hayed and grazed.

In order to participate, CRP participants in approved counties must contact their local FSA county office and request emergency haying and grazing on an individual contract basis prior to grazing. Participants must also develop a forage management plan in conjunction with the Natural Resources Conservation Service. If the CRP cover is destroyed, the practice must be re-established at the participant’s own expense to remain in compliance with the CRP contract.
