FSA Announces Fiscal Year 2011 Reimbursement Transportation Cost Payment Program for Geographically Disadvantaged Farmers and Ranchers (RTCP)

Juan M. Ortiz-Serbiá, Puerto Rico State Executive Director of the USDA-Farm Service Agency (FSA), announces that the Reimbursement Transportation Cost Payment Program for Geographically Disadvantaged Farmers and Ranchers (RTCP) will be implemented during fiscal year 2011 to assist the Puerto Rico farmers who paid to transport either an agricultural commodity or an input used to produce an agricultural commodity. The RTCP program funds are authorized by the “Food, Conservation, and Energy Act of 2008 (Farm Bill)”.

The RCTP program will partially compensate farmers and ranchers outside the contiguous continental United States who are competitive in disadvantage when they move their products to market over long distances. All agricultural commodities (including horticulture, aquaculture and floriculture), feed production, fiber, livestock, insects or derived products, are eligible for the RTCP program.

Sign-up for Fiscal Year 2011 RTCP began on July 25, 2011. Applicants must file the RTCP application at the local Farm Service Agency (FSA) office no later than September 9, 2011. Since RTCP benefits are based on transportation costs incurred during the fiscal year, applicants will have until November 4, 2011, to provide supporting documentation of transporting agricultural products and commodities during fiscal year 2011 (October 1, 2010 thru September 30, 2011) to the local FSA offices.
